In the early 1990s, the information technology infrastructure, specifically the transmission network, in Vietnam and countries in the region was still underdeveloped/outdated. Signal quality and service quality were poor, transmission capacity was small, and connection speeds were low, failing to meet the increasing demand of users for voice and video information.

As a result, the VINA-GSC Joint Venture, one of the five joint ventures of the Vietnam Post and Telecommunications Corporation (VNPT), was established.
